انتخاب المملكة العربية السعودية لرئاسة جمعيات المنظمة العالمية للملكية الفكرية

شاركت الهيئة السعودية للملكية في اجتماعات الجمعية العمومية للمنظمة العالمية للملكية الفكرية (ويبو) والمنعقدة خلال الفترة 4 إلى 8 أكتوبر 2021 م. وتم خلال الاجتماعات اعتماد رئاسة المملكة لأربع جمعيات اضافة الى رئاسة مؤتمر ويبو.
حيث تم انتخاب الرئيس التنفيذي للهيئة السعودية للملكية الفكرية الدكتور عبدالعزيز بن محمد السويلم كرئيس جمعية اتحاد برن لحماية المصنفات الأدبية والفنية والتي تعنى بحماية المصنفات وحقوق مؤلفيها، وتتيح الاتفاقية لأصحاب المصنفات بتحديد وسيلة التحكم في طريقة استخدام مصنفاتهم ومن يستخدمها وشروط الاستخدام. حيث أبرمت اتفاقية برن عام 1886 م وانضمت إليها المملكة عام ٢٠٠٣م، ويبلغ عدد أعضاؤها 177 دولة.
كما تم انتخاب نائب الرئيس التنفيذي لسياسات الملكية الفكرية والشراكات المهندس سامي السديس كرئيس جمعية الاتحاد الدولي لحماية الملكية الصناعية (اتحاد باريس) حيث تولت المملكة رئاسة الاتحاد للمرة الثانية على التوالي، وتعنى الجمعية بما يتعلق بالملكية الصناعية بأوسع مفاهيمها بما في ذلك البراءات والعلامات والرسوم والنماذج الصناعية ونماذج المنفعة وعلامات الخدمة والأسماء التجارية والبيانات، وقد أبرمت اتفاقية باريس عام 1883م وانضمت إليها المملكة عام 2003م، ويبلغ عدد أعضائها 175 دولة.
وتم انتخاب نائب الرئيس التنفيذي لعمليات الملكية الفكرية الدكتور علي الشنقيطي كرئيس لجمعية معاهدة مراكش لتيسير النفاذ إلى المصنفات المنشورة لفائدة الأشخاص المكفوفين أو معاقي البصر أو ذوي إعاقات أخرى في قراءة المطبوعات. وتعنى الجمعية بوضع مجموعة من التقييدات والاستثناءات الإلزامية لفائدة المكفوفين ومعاقي البصر وذوي إعاقات أخرى في قراءة المطبوعات. وقد اعتُمدت معاهدة مراكش عام 2013 م وانضمت إليها المملكة عام 2018م ويبلغ عدد أعضاؤها ٨٠ دولة.
وأخيراً انتخب مستشار الملكية الفكرية الأستاذ شايع الشايع كرئيس مؤتمر المنظمة العالمية للملكية الفكرية (ويبو) والذي يعتبر أحد ثلاثة أجهزة رئيسية في المنظمة، ويناقش الموضوعات ذات الأهمية العامة في مجال الملكية الفكرية، وللمؤتمر أن يتخذ توصيات تتعلق بتلك الموضوعات مع مراعاة اختصاص الاتحادات واستقلالها الذاتي وتعد المملكة عضو في المؤتمر منذ عام 1982 م كما تم تعيين الأستاذ شايع الشايع رئيساً لجمعية اتحاد لوكارنو الذي يعد تصنيفاً للتصاميم الصناعية وانضمت إليه المملكة عام 2020م، ويبلغ عدد أعضاؤه 60 دولة.

The Kingdom of Saudi Arabia’s Election to Chair WIPO Union Assemblies

The Saudi Authority for Intellectual Property (SAIP), participated in the General Assembly of the World Intellectual Property Organization (WIPO) held from 4 to 8 of October 2021. During the assembly, the Kingdom was elected to chair four associations, in addition to chairing the WIPO Conference.
The CEO of the Saudi Authority for Intellectual Property, Dr. Abdulaziz bin Mohammed Al-Swailem, was elected to chair Berne Convention for the Protection of Literary and Artistic Works Assembly, which is concerned with the protection of works and the rights of their authors. The assembly allows owners of works to determine the means of controlling the way their works are used, who uses them, and the terms of the use. The Berne Convention Assembly was concluded in 1886, and the Kingdom joined it in 2003, and it has 177 countries as members of the Assembly.
The Deputy CEO for Intellectual Property Policies and Partnerships, Mr. Sami A. Alsodais, has also been elected as chair of the International Association for the Protection of Industrial Property (Paris Union) for the second time in a row. The association is concerned with industrial property in its broadest concepts, including patents, trademarks, industrial designs, utility models, service marks, trade names, and data. The Paris Association was concluded in 1883, and the Kingdom joined it in 2003, and it has 175 countries as members of the Assembly.
The Deputy CEO for Intellectual Property Operations, Dr. Ali Al-shanqeeti, was elected as chair of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled. The treaty is concerned with setting a set of mandatory restrictions and exceptions for the benefit of the blind, visually impaired and people with other print disabilities. The Marrakesh Treaty was adopted in 2013. The Kingdom joined it in 2018, and it has 6o countries as members of the Treaty.
The intellectual property advisor, Mr. Shayea Al-Shayea was elected as chair of the Conference of the World Intellectual Property Organization (WIPO), which is considered one of the three main bodies of the organization, and it discusses topics of general importance in the field of intellectual property, the conference has the right to take recommendations related to those topics. The Kingdom joined as a member of the organization in 1982. Mr. Al-shayea also chairs the Assembly of Locarno Union, which is a classification of industrial designs, and the Kingdom joined the union in 2020, and it has 6o countries as members of the union.
